Washington State's Clean and Just Energy Transition?
About the event:
In 2019, Washington State made clean energy history. Passing the Clean Energy Transformation Act (CETA 2019), our state committed to a Greenhouse Gas Emissions (GHG) free electricity supply by 2045. But Washington also made energy justice history. CETA required Washington communities highly impacted by fossil fuel pollution and climate change to benefit equitably from transitions to a clean energy economy.
CETA required electric utilities like Puget Sound Energy (PSE) to “ensure that all customers are benefiting from the transition to clean energy through the equitable distribution of [1] energy and nonenergy benefits and reduction of burdens to vulnerable populations and highly impacted communities; [2] long-term and short-term public health and environmental benefits and reduction of costs and risks; and [3] energy security and resiliency.” Therefore, PSE contracted a Western Washington University (WWU) team led by Dr. Abel to develop an energy equity assessment framework to help utilities support a clean and just energy transition. Dr. Abel will present an initial framework for discussion in this presentation.
About the Guest Speaker:
Dr. Troy Abel is an award-winning author, teacher, and Professor of Environmental Policy in the Department of Urban and Environmental Planning and affiliate faculty member of Political Science at Western Washington University. He also is an affiliate faculty member of Seattle University's Center for Environmental Justice and Sustainability. Dr. Abel's expertise includes environmental justice and public policy analysis. He received Western Washington University's 2017 social justice teaching award, was co-recipient of the 2012 Lynton Keith Caldwell Prize for the best book on environmental politics, and received the 1994 Joseph L. Fisher dissertation research award from George Mason University.
