The CTBUH Canada Chapter is excited to announce its next event - a breakfast event presentation/panel discussion on The Why and How of Tanked Basements in the GTA.
Please join the CTBUH Toronto Chapter for a networking hot breakfast, lecture, and panel discussion on tanked basements. This program is for designers, developers, and contractors who design and construct buildings in the Greater Toronto Area.
Joanne Di Caro, a former manager at Toronto Water, will explain how to evaluate a development site with regard to compliance with the city's foundation drainage policy. James Cooper, P. Eng., a waterproofing consultant and Principal at RJC Engineers, will discuss the fundamentals of designing the tanked basement and the criteria to select the optimized waterproofing system. David Steinberg, President of Construction at Nu-Site Contractors Ltd., will explain the installation procedures to achieve a long serving, dry, tanked basement. Following these three presentations, a panel discussion will be moderated by Mark Garland, President of general contractor GCL Builds.
Joanne Di Caro | I ndependent Consultant & former Retired Manager of Environmental Monitoring & Protection @ City of Toronto
Joanne Di Caro retired a few years ago as the City of Toronto's Manager of Environmental Monitoring & Protection within Toronto Water. Joanne held that position for 15 years, leading a team of 65 professional & technical staff in environmental protection for the City's water, wastewater, and stormwater infrastructure. The work improved water quality within the City's six major watersheds, including 10 waterfront beaches and wastewater treatment facilities. In 2011, Joanne discovered the unaccounted groundwater to sewers issue in the City and created the Terms of Reference for Hydrogeological Reports for a level playing field, and was involved in developing the “old” groundwater rules to allow the discharge of groundwater to sewers, under Discharge Agreements.
Joanne has over 36 years experience in the environmental, water, and wastewater services industry, having worked at the Province of Ontario's Ministry of the Environment before joining the City of Toronto in 2006. She has received a number of awards within those organizations as well as from external organizations.
As an independent consultant, Joanne has been assisting developers in ensuring the right team of technical specialists is assembled to comply with municipal requirements, to minimize delays from the constant comment cycle, and obtain approvals faster, as a result. She reviews certain development technical reports and dewatering applications for QA/QC, providing a municipal lens type review to address issues prior to submission. She also assists developers with regulatory compliance.
More recently, with the City's recent implementation of the Foundation Drainage Policy, Joanne is providing strategic advice and guidance on projects around the Policy and preparing Foundation Drainage Policy Exemption requests, with successful outcomes.
James Cooper, BASc, P. Eng., LEED® AP O+M | Principal, Building Science and Restoration, RJC Engineers
James is a Licensed Professional Engineer and a member of the Professional Engineering Association of Ontario. As a Principal at RJC Engineers, he is responsible for managing projects from start to finish, including pre-design assessments, design, tendering, construction contract administration, and project close-out.
Embracing RJC's business philosophy, James holds his clients' success as a key objective. It is an obligation he keenly fulfills by remaining informed of new technologies, developments, and processes in the restoration and new construction waterproofing community. James' experience includes waterproofing design and restoration as well as structural steel, cast-in-place, post-tensioned, and pre-cast concrete structural restoration and assessment work.
Understanding why waterproofing fails as part of his restoration experience has led to working closely with new construction teams and develop strong designs and construction oversight to limit the risk of future leakage and failures.

David is the President of Construction of Nu-Site Contractors Ltd., a full-service contractor specializing in waterproofing, roofing, and coatings. With over 100 million square feet of waterproofing applied, Nu-Site has become a trusted Division 7 contractor for developers, asset owners, and construction managers across Southern Ontario.
Over the past 25 years, David and his team have successfully completed more than 10,000 projects, with a strong focus on new high-rise residential developments, large-scale parking garage restoration and reserve projects, as well as ICI (Industrial, Commercial, and Institutional) construction.
Nu-Site is a certified installer for all major waterproofing/roofing manufacturers, offering a full range of services including foundation waterproofing, full roofing systems, and thin-system floor coatings.
Mark Garland | President, GCL Builds Limited
Mark Garland has been a construction professional, practicing as a general contractor since 1978. Construction projects that Mark has supervised have spanned the globe from Alaska to the US Pacific Northwest, Canada, Asia, and New Zealand. He has a Bachelor's Degree in Civil Engineering from the University of Washington.
Early in his career, Mark oversaw the construction of numerous high-rise office buildings as project manager in downtown Seattle, including the 56-story 1201 Third Avenue Building designed by Kohn Pedersen Fox.
In Auckland, New Zealand, Mark was executive in charge of the ASB Bank Centre, a 38-story project of which the six level basement was constructed from the top down. Mark has also consulted on projects in Singapore and Kuala Lumpur.
Since 2003, Mark has operated from Toronto as President of GCL Builds Limited, a Canadian construction management and general contracting company. He was the principal in charge of the 60 storey St. Regis Toronto, formerly Trump International Hotel + Tower. The building is 280m tall, with an iconic building top, including a 25 meter glass spire and a titanium clad quarter-dome roof.
Mark is a co-inventor of a patented method to construct concrete shear cores for high rise office buildings. Mark specializes in design and construction advice during the predevelopment phase of real estate projects.
